Alexander Clapp plans to explore tribalism, fractured identity and irregular migration in another part of the Balkans. His subject will be the return of ISIS fighters to Kosovo, the country that has sent more volunteers to Iraq and Syria than any other European country per capita, half of them women. Three hundred are now believed to be back in the Balkans. Many had helped carved out Kosovo’s independence while in the ranks of its Liberation Army during the 1998-99 conflict with Serbia. Today they are determined to destroy Kosovo’s institutions, if not the state itself.
