2. What does the Migration Media Award consist of?
The Migration Media Award is a competition which aims to recognise excellence, relevance, and newsworthiness of journalism pieces contributing to balance the narrative on migration in the Euro-Mediterranean region.
In order to win the award, candidates must undergo a two step process:
a-First they need to submit via the online application form eligible entries consisting of both, an already published story and a proposal to receive funding and mentoring to produce new content fostering a balanced narrative on migration. In case the original story was published in another language from the Euro-Mediterranean region, the entry must be accompanied by a translation into English, or French or Arabic. Selected journalists by the Jury will be offered a contract for a second production based on their pitch proposal. A maximum of 60 stories will receive funding and selected journalists agree to follow mentoring to ensure that their stories contribute to a more balanced narrative on migration. The selected journalists will commit by contract to produce the second story to short deadlines (15 October 2019) and take on board outcomes and recommendations coming from the mentoring process when relevant.
b-Then, the selected journalists’ second story must be selected by the Jury to be highlighted with one of the Migration Media Award in the relevant category and language. There will be up to 48 awardees in total as the competition will be run in six categories – TV, radio, online, print, multimedia and photo – and in three languages – English, French and Arabic. There will be up to three winners in each language and category – 1st, 2nd and 3rd prize, with potential ex aequos. Note that there is no language category for the photo award. Not all prizes need to be awarded should quality be not sufficient. All first prize winners will be invited to receive their prize at the award ceremony taking place in December 2019.
3. Which migration topics should my submitted story cover?
The award will focus on constructive journalism, reflected through human interest and analytical stories, resulting from time-intensive, un-sensationalistic, in-depth reporting and contributing to balance the narrative on migration, making it more evidence based, nuanced and less polarising.
While the first two competition attracted many dramatic stories focusing on refugees and irregular immigration, the 2019 edition of the Migration Media Award will focus on any topic or subtopic related to:
- Diaspora: identity, contributions and investments, policies, integration, returnees
- Labour migration: skill validation and job matching, mobility, economic contributions and access (banks, loans, social protection, education)
- Vulnerable groups: Support and Protection of Victims and Victim-Witnesses Trafficking of human beings, victims of torture and inhuman treatment; minors, unaccompanied minors, families; Women and gender issues; Elders
- Legal and irregular migration: asylum procedures, refugee rights and status; border management and security; judicial treatment and appeals, detention, readmission and forced/voluntary returns; visas; research and databases
This year’s edition will continue to accept entries on migration topics within the Euro-Mediterranean region only.
4. What are the media categories of the award?
There are six media format categories and required length:
- Video: a video report (6-12 to 52 minutes) or a coherent series of short videos
- Radio: a radio report from 6-12 to 58 minutes or a coherent series of short reports
- Print: a long read or page-length spread with multiple elements
- Online: an illustrated article (with or without photos, videos, links) for pure players only (not a web edition of another media format), including social media
- Multimedia: a complex multi-format production mixing videos, photos, sound recording, with web navigation (hyperlinks, maps etc.) such as web-documentaries.
- Photo: a min 6 max 12 - a coherent series of photos with captions in English, Arabic or French
Entries must be in one of the three language categories: Arabic, English or French. Other languages from the EuroMediterranean region are accepted given that entries are accompanied with a translated script in Arabic, English or French.
The 2019 edition will accept only mid-length to long formats. The award scheme foresees a first, second and third prize for each category, and for each of the three eligible languages Arabic, French and English (with exclusion of photos), i.e. up to 48 winners. Awards will amount from 750 to 7000 euros. Please see further below for more details on languages and their eligibility.
5. What do I need to submit?
In order to participate, you need to submit a complete entry; only entries with the following five mandatory elements will be considered complete and will be eligible:
- An already published story proposing constructive journalism dealing with the above detailed four themes on migration in the Euro-Mediterranean region. The story must have been published between the 15 May 2018 and 31 March 2019 and proof of publication must be provided. Earlier published stories cannot be accepted.
- A 300 words (max.) presentation of the published story, in Arabic, English or French detailing the making off, the reason/newsworthiness for the angle chosen, particularly any difficulties encountered during production and/or other important elements that need to be considered for better understanding and evaluating the conditions of its production and publication. Freelancers will be granted special attention by the Jury as they do not rely on resources from a mainstream media outlet.
- A 300 words (max.) synopsis/pitch in Arabic, English or French for the production of a further story related to the above detailed four themes on migration in the Euro-Mediterranean region.
- A letter of intent from a media outlet to publish a further story which would be funded and produced if the award is won.
- A provisional budget to produce the second story including staff, equipment rental, travel, insurance and documentation costs.
- A copyright waiver addressed to the Migration Media Award partners, which also covers the European Union, and the permission to republish a winning entry in parts or in its entirety and in multiple languages, including stated readiness to undergo journalistic mentoring.
Please note that candidates may not submit a story already supported by the MMA 2017 and 2018 editions.
6. How much financial support will each awardee receive for a second production?
In accordance with EU regulations, financial support for the second production will be awarded up to a maximum of 7 000 Euro. Applicants are requested to submit a budget to produce their second story including staff, equipment rental, travel, insurance and documentation costs.
There will however be different amounts for each of the six categories: video, radio, print, online, multimedia and photo.
We recognise that a video production and multimedia projects always costs more than print, online or radio. As a consequence, video productions and multimedia projects will receive higher amounts. Video awards will be proportionate to typical rates/prices in the country of production, taking into account the content, the length, as well as the technical and staff needs and the media outlet.
Video productions will receive between 1500 to 7000 euros depending on country media market and context, and complexity of the 2nd production.
Multimedia production will receive between 1000 and 2500 euros depending on country media market and context, and complexity of the 2nd production.
Online, radio, print and photo production will receive between 750 and 1500 euros depending on country media market and context, and complexity of the 2nd production.
The winning applicants will be offered a contract for work on a second production to be supported by a specified financial amount in accordance with the information further below. Once agreed, all award winners will be confirmed and publicly announced. In each category and language, first and second prizes will always be more than second and third prizes, respectively.
7. What evidence of publication (supporting document) of the already published story is required?
A proof of publication between 15 May 2018 and 15 March 2019 should consist of:
- Date of publication
- Details of outlet of publication: type of media, name, frequency, country/geographical area covered, reach/audience figure
- Details of publication: if available, the audience/readership/reach figures
- Supporting evidence: hyperlinks, scanned (PDF) of newspaper copy, scanned (PDF) of broadcast schedule (conductor), print screen of online publication, and any other relevant proof (printed TV or radio programme, …)
8. Why do I need to write and submit a 300 words synopsis/pitch for the production of a further story?
All selected journalists in each of the categories / languages will receive a contract to produce a further story. The award is thus a contract and financial support for a production on the topic of migration in the Euro-Mediterranean area. In terms of evaluation of entries, the already published story will represent 2/3 weighting of the score, while the pitch for a further production will represent the remaining 1/3 weighting of the score of all evaluated (eligible) entries.
9. In which countries do eligible journalists and/or media need to be based?
The competition is open to all media outlets and journalists based in or coming from countries on both sides of the Mediterranean who have produced constructive journalistic work on the topic of migration. Entries may be submitted by a Media organisation but the prize will be awarded to the journalist who created the work. Thus, the contract for the 2nd production will be either with an individual journalist or with the media organisation and the 2nd production itself will need to be carried out by the journalist or team of journalists selected by the Jury. Journalists based in or coming from the following regions and countries are eligible:
- All EU Member States
- All ENI South Partner Countries:
Please note that Western Balkans or candidate countries are not eligible.
10. Which languages are eligible?
Stories can be submitted in Arabic, English or French. In case the original story was published in another language from the Euro-Mediterranean region, the entry must be accompanied by a translation into English, or French or Arabic.
If a story produced in any other language is selected, a full script for the video, radio, print or online content will need to be provided in Arabic, French or English, at a later stage.
There is no language category for the photo awards but captions should be made available in English, Arabic or French.
The 300 words pitch/proposal for a further production should be in English, French or Arabic. The future stories themselves – produced with the contract/subsidy from the award - will have to be produced in Arabic, English or French or, if published in another EuroMediterranean language, be accompanied by a translation from any other original language into English, or French or Arabic.
11. Can we apply as a team of journalists and, if yes, how?
Yes, you can. However, you need to assign one person as the applicant, who will also receive the award and sign the contract, and clearly describe the role of each member of the team in your application.
12. Will funding be given to the journalist or the media organisation?
Funding will either be transferred to the individual journalist/s, media outlet or otherwise eligible organisation. Work on the second production (financed by the award) will have to be taken up by the awarded journalist who may want to be accompanied by a team.
In the case of applications of individual journalists or teams of journalists, the applicant will receive the payments.
13. I am not working for a media organisation in any of the eligible countries but I have a story idea relevant to those countries. Can I apply?
Yes, you can – but only as long as you are based in one of the eligible countries. In 2019, this project will support applicants from EU member states, as well as the Southern Neighbourhood of the EU. Your already published story as well as your story idea must however focus on the four themes mentioned above on migration in the Euro-Mediterranean region, i.e. diaspora, labour migration, vulnerable groups, and legal/irregular migration and contribute to balance the narrative on migration within the Euro-Mediterranean region, making it more evidence based, nuanced and less polarising.
14. I am not a citizen of any of the countries mentioned above. Can I apply?
Yes, you can. As long as you are based in one of the eligible countries and meet all other criteria mentioned above, you are eligible.
15. I am a freelance journalist. Can I apply on my own?
Yes, you can. However, it is mandatory that you produce a letter of intent from an eligible outlet to publish your further production, should you win the award.
16. I work for a media outlet that is run by a non-governmental organisation or a private group. Will my entry be eligible?
Yes, if the media outlet is journalistic in nature (and not just advocates a certain position or mission) and has a significant audience reach and opinion-forming relevance in your country / region. Unless the website is extremely well known, please make sure that you give compelling arguments why it should be eligible (e.g., audience reach metrics, examples of its opinion-forming function).
17. I am a student studying journalism. Can I apply?
Yes, you can as long as you can meet all the conditions listed in the eligibility criteria and submit a complete application, including a Letter of Intent from an eligible media organisation.
18. What constitutes a Letter of Intent?
A Letter of Intent is a written confirmation from a media outlet that they will broadcast or publish your second production once it is finished, should you win the award. The Letter of Intent should be signed by an authorised person (e.g. editor-in-chief, desk editor) and clearly indicate the planned time and place for publication. You will find a template in our online application form.
19. Why do you require a Letter of Intent?
We consider that a story that does not reach an audience is wasted. This is why we require a Letter of Intent from a publishing outlet with substantial reach in order to ensure that any work undertaken by those winning the award can have its desired outreach.
20. I don’t have a Letter of Intent. Can I still apply?
No, you can’t. A Letter of Intent is mandatory for eligibility.
21. I have a Letter of Intent from a transnational outlet (pan-Arabic, regional or European TV broadcaster). Can I apply?
Yes, you can. However, besides a Letter of Intent with a transnational outlet, a collaboration with a local eligible media outlet would strengthen your application, as it meets the criterion of target audiences in the Euro-Mediterranean region.
22. I have no access to television broadcasters. Can I also apply to create online video?
Yes, you can as videos are now consumed beyond television on websites and social media. However, your production will have to be published by a journalistic website or portal with substantial reach and opinion-forming relevance in the Euro-Mediterranean region. Unless the website is extremely well known, please make sure that you give compelling arguments why it should be eligible (e.g., audience reach metrics, examples of its opinion-forming function).
23. My news outlet has confirmed their intention to publish my production, but they cannot tell in advance exactly when and where. Can I still apply?
Yes, you can. In such a case, please ask the outlet to describe as precisely as possible where and how they intend to publish your story, and which criteria will influence their eventual decision.
24. I am a freelance journalist. How do I get a Letter of Intent from a media outlet?
We recommend that you find out who the responsible desk editors are for your topic, pitch your story to them, and convince them that your story will be worth publishing. If you manage, the editors normally will be happy to give you a Letter of Intent.
25. Can I submit more than one story and one pitch?
Yes, you can.
26. Will you let me know the reasons why my application was not selected?
Unfortunately, we cannot give individual feedback to unsuccessful applicants.
27. What are the technical requirements for videos?
We require the final edited stories (The published one and the one you will produce if you win the award) with 2-channel audio mono (channel 1: natural sound and sound bites, channel 2: commentary in the original language) as well as supplementary material (such as full script and transcripts in English and original footage).
TV System: 1080 50i OR 25p (16:9)
In-Camera recording codec: High Definition H.264, AVC, DVC ProHD or Intra HD
Recording Bitrate: 50Mbits/sec ideal. 35Mbits/sec also acceptable.
Please advise if your camera is not capable of achieving these minimum requirements.
You may edit using the app of your choice as long as the footage can be edited at full quality within your chosen editing environment. Adobe Premiere and Final Cut Pro are recommended. Your final Master story should always be delivered in the following format:
Video: H264 1920x1080 50i or 25p @ 10,000kpbs, Upper Field First
Audio: 48KHz, MPEG-4 AAC @ 192Kpbs. 2 track, mono audio
Track one: Natsound / soundbites
Track two: Voice over (local language)
Clean Video: No Branding of any kind. No fonts, logos, watermarks, stings, lower thirds or subtitles.
28. I have received EU / other funding to produce my published story. Can I apply?
Yes, you can. Note that in any case, the partners of the award as well as the European Union will become co-owners of the copyright of your already published production and hold shared copyright of the second production for which they provide the funding as part of the award scheme.
29. Do I own the copyright of the 2nd production & can I sell it to additional media outlets?
Yes, you can. As you (or your outlet, depending on your contractual arrangements) will be the co-producers of your story with the award partners and ultimately the EU, all these parties will hold shared copyright and will be able to grant the right to use or publish the production to any third party.
30. In case my entry is selected, why do I need to sign a contract?
If selected, you will be contacted and informed about the financial amount of the contract we will offer you to carry out a second production based on your pitch proposal as submitted with your application.
You will agree to receive mentoring from senior journalists and funding to the second production to enable to gain privileged access to balanced sources, to quality statistical data and to information on migration. Selected journalists will benefit from blended training (face to face and online), be invited to attend visibility and training seminars where they could discuss with migration policy makers. MMA partners agree this mentoring and privileged access will not affect the independence of the authors and of their stories.
Once you confirm your acceptance of the award, you will be asked to sign a co-production contract which would contain details on the final financial amount to be granted, the number of instalments and the deadline for publication.
Your financed and mentored story will need to be submitted by October 15, 2019 to be evaluated by the MMA Jury and potentially selected to receive a 1st, 2nd, or 3rd prize award in your format and language category.
31. What is the difference between the 1st, 2nd and 3rd prize of each category/language?
The sixteen 1st prize winners (in five media categories and three languages + first prize photo category winner) will be sponsored to attend the award ceremony in December 2019 in Malta where they will be presented with their award.
32. When will I receive the funding for the 2nd production?
We will disburse 30-50% of the amount upfront after signature of the award agreement / contract and disburse the remaining amount after delivery of the final production and confirmation that it is in line with the conditions set out in the award contract.
33. In which currency will I receive my award payment?
All financial transactions as well as financial proposal and reporting must be made in Euro (€). Please note that we do not cover currency exchange costs.
34. Can I buy equipment with the award money?
No, you may not. The production support only extends to personnel costs, travel costs directly related to your research, reporting and production, and – where necessary – the rental of equipment. We will not reimburse acquisition costs for any technical or other items.
35. Will the award subsidy cover taxes?
Compliance with any and all tax laws and regulations of your country is your own duty. Award partners and the European Union will not assume any legal or financial responsibility. Hence, the amount set forth in the production support agreement is understood to be inclusive of statutory levies and applicable taxes. Please calculate accordingly.
36. What if I cannot finish the 2nd production due to circumstances beyond my control?
If you can prove that you had to drop your production due to force majeure (such as unpredictable changes in the security situation, natural disasters, illness, etc.), we may, at our discretion, negotiate about the amount you already spent before the situation arose. To qualify for any exemption to refund, you will need to provide evidence of work done, such as planning documents, drafts, rushes, recordings, rough edits and documents with invoices/receipts of costs spent. In such instances, you will not receive further instalments. In all other cases, you will have to refund the money awarded, will not receive future instalments, and we will seek legal remedies.
37. Why am I obliged to indicate that my production received support from the EU?
We believe that all journalists should be open about who has financed their work, especially if the funder is a government, international organisation, or other interest group, so the audience can judge the story’s credibility on its own merits. While the award partners and the European Union will not exercise any influence on the editorial contents of the productions supported through the award, and while it is not seeking public relations but journalistic content, it is a government entity and requires acknowledgement of the financial support it provides. Only under exceptional circumstances which would need to be thoroughly explained and justified could the transparency obligation be waived.
